First State Convention of AP Adivasi Sangham Held in Anakapalli

The convention passed eight resolutions and elected a state-level committee to organize the first official State Conference of AP Adivasi Sangham. Com. Jakkampudi Raju was elected as the State Convener.

The first state convention of the Andhra Padesh Adivasi Sangham was held on 31st May in Anakapalli town, Andhra Pradesh. Before the convention, a mass rally was organized at 11 AM on the city’s main road.


The convention was chaired by Com. Rechukatala Simhachalam, a veteran tribal land rights leader from East Godavari. Several prominent figures addressed the gathering, including Sri V.S. Krishna from the Human Rights Forum (HRF), Com. Bugatha Bangarao, National Vice President of AIARLA, Musalayya, a tribal activist from Peddamalapuram of Kakinada district, PS Ajay Kumar, Honorary Advisor to the AP Adivasi Sangham, and Com. K. Janardhan, State Committee Member of CPI (ML) Liberation of Andhra Pradesh.

V.S. Krishna spoke about the atrocities committed by the State under Operation KAGAR. He criticized both the State and Central governments for treating tribal issues as mere law and order problems rather than addressing their root causes. He referred to the Bandopadhyay Committee, constituted by the then Central government, whose recommendations were never implemented. He urged tribal communities to organize and protect their rights.

PS Ajay Kumar highlighted the issues in both Scheduled and non-Scheduled tribal areas. He mentioned GO No. 3, a government order in Andhra Pradesh that provided 100% reservation for tribal communities in certain posts in tribal areas, such as teaching positions. This GO had been implemented for over three decades, benefiting many educated tribal youth. However, it was challenged by non-tribals in the Supreme Court, and the Arun Mishra Bench struck it down. A review petition was also dismissed. He also spoke about a recent case filed by a non-tribal entity challenging the Scheduled Area Land Transfer Regulation, commonly known as the 1/70 Act. This Act was a result of the Srikakulam tribal armed struggle of 1965. Ajay Kumar emphasized that the scheduling of non-scheduled tribal areas has been pending since 1976. He noted that states like Kerala, Tamil Nadu, Karnataka, and West Bengal have tribal populations, yet no tribal village in these states has been notified under the Fifth Schedule of the Constitution. He underlined the need for a democratic tribal organization to take forward these struggles.

Com. Bugatha Bangarao addressed the recent change in political power in the state. He alleged that fascist forces, using the present TDP-Jana Sena government, are pushing a communal fascist agenda, attempting to divide tribal communities along religious lines. He called upon tribal communities to unite and resist these divisive forces.

Com. Rechukatala Simhachalam spoke about ongoing land struggles in tribal areas across Andhra Pradesh.

Approximately 300 Adivasis from four districts participated in the state convention.
